The Meridell Rubbish Dump is located right outside of Meri Acres Farm. It bears some similarities to the Money Tree in that it is a place to get free items, said to be donated by others. In the case of the Rubbish Dump however, the donors are not users, but inhabitants of Neopia.

Neopets Rubbish Dump Avatar
About the Rubbish avatarOn February 10th, 2012 a new avatar was released in the Neopets News:
|
After release, people were able to unlock the avatar by depositing large amounts of items from their inventory to their safety deposit box, using Quickstock. After a few hours, this method all of a sudden stopped working, and nobody was able to get the avatar anymore.
The next day, TNT put a community notice in the Neopian Times Editorial #532. This notice is displayed below.
☼**Community Notice**
We discovered a glitch this morning with the new avatar, which was causing it to be granted in ways that were not intended. If you got it already, no reason to worry or write in, but we have also fixed the glitch so it will no longer be given out in this unintended manner.
It became clear that depositing items from your inventory to your SDB was no longer a possibility to get the avatar. Instead, people who were using Quickstock to discard items from their inventory, started getting the avatar. This is the way TNT originally intended for people to unlock it.

siggyBest ways of getting the avatar
As the description above says, unlocking this avatar is random while discarding items. People have unlocked the avatar by discarding one item at a time, but also by discarding 70 items at once. Of course we at SunnyNeo are not able to tell what actually triggers unlocking the avatar (after all, we are not TNT!). However, we have tried to get the avatar ourselves, and we have also watched many others do it. We have come to the conclusion that there is one strategy that appears to be most effective. We therefore recommend that anyone who is trying to get this avatar uses this strategy. Of course you can also choose to try and get the avatar another way. Our suggestion is not the only way to get it.
Please keep in mind that the amount of items you will need to discard to get the avatar also appears to be random. However, most people get the avatar somewhere between 2,000 and 6,000 items. So be prepared to collect a lot of junk! Luckily, junk only costs 1 NP per item, so you won't be needing to spend more than 10,000 neopoints.
Rubbish Dump Avatar
Most people who have unlocked the avatar have gotten it while discarding 70 items at once using Quickstock. When you buy items from shops, you cannot buy any more when you have 50 items in your inventory. This is why you will have to use your Safety Deposit Box to store the items while you collect them. We recommend that you buy more than 1,000 junk items before you start discarding any items. In the table below we've made an overview with cheap 1 NP junk items. Get loads of these and put them all in your SDB. Once you have more than 1,000 items, take them all out at once. This will overflow your inventory with items, but that's okay. Then, go to Quickstock and click the 'Check All' bullet in the Discard column. This will check for all items to be discarded. When you press submit you will be asked if you're sure you want to discard all these items. You have to click OK. Then you will notice that 70 items are being discarded. You will not be able to discard more than 70 at once. So you keep repeating this process until you either get the avatar or run out of stuff. If you run out of items you have to buy more junk and repeat the process.
Cheap junk items
Neopets Thrift Shop
Of course you'll want to buy cheap items, so that you will not be needing to spend more than needed trying to get this avatar. Luckily there are thousands (maybe millions) of items available for 1 NP each. The table below lists the most common ones. You can simply look up one of these items using the Shop Wizard or Super Shop Wizard, and visit all the shops that sell this item to buy it. Most likely, these shops will also sell other junk items for 1 NP each. Just buy all 1 NP items from each shop. By doing so you should be able to buy about 1,000 items per hour.
